BAS EN ISO 9001:2015

ISO 9001 is an international standard specifying requirements for quality management system. Organizations use the standard to demonstrate the ability to consistently provide products and services that meet customer and regulatory requirements. It is the most popular standard in the ISO 9000 series presenting the foundation for establishing the integrated quality system. It was first published in 1987 by the International Organization for Standardization (ISO).

The City of Prijedor has been the first amongst the local governments to start with this standard in 2008. At that time it was started with the standard ISO 9001:2000. That was the year when the standard was launched. Certainly, it goes without saying that in later changes and annexes our local government has followed trends and started with changes in 2008, then in 2015 in accordance with decisions of the International Organization for Standardization.

We have the standards we are conducted by over the last ten years. All elements in terms of organization have been fulfilled so that we can say we use requirements of standards as a guidance towards fulfillments of citizens requirements and recognizing the needs for further advancement of services.

The standard for us means the following:

- Fulfillment of citizens requirements and focus on quality of service
- Improvement of all service users satisfaction
- Setting the vision of long-term development of organization and its mission
- Improvement of business , in particular, with those users who find a certificate possession an imperative or, nowadays said in a popular way a“ must have“
- Improvement of functioning the whole organization, increasing the efficiency and realizing all processes and its aspects
- Integration of process
- Developing of professional culture and increasing an employee morale
- Clearly specified rights, obligations and authorizations of owner of processes, i.e. employees
- Increasing competency of employees and their constant advancement and training
- Accomplishing internationally recognized quality as one of potential pre-conditions for applying projects in international frame

Standard is not a law, but an agreement or the best practice that organization can apply on a voluntary basis. Standard reflects a high level of professionalism. Quality management system is a tool by which the organization can determine how to satisfy the requirements of its citizens and other interested parties being involved into its activities. ISO standard can be applied at any organization regardless of its size and activity.

So, it has been already said that the revision of ISO 9001 standard was conducted in 2015. Interested parties have been left a three – year long period to harmonize their business with a new revision of the standard, i.e. ending in September 2018. It can be freely said that the standard has been significantly changed which can be spotted at first sight. What is very important is that a number of compulsory procedures have been decreased, whilst the focus was put on documents.

The greatest news refers to the following:

- No more preventive measurements, but the standard itself is a preventive measurement.
-Complete involvement of the highest management.
- New definitions of context, risks and opportunities, documented information and others.
- Context of organization – a description of all external and internal participants and interested parties that have or can impact the work of the City Administration.

The fundamental principles of management quality to ISO 9001 standard are as follows:

1. Focus on customer – Organization must determine requirements of interested parties and determination of internal and external issues relevant for its purpose.
2. Leadership - it means greater responsibility of management.
3. Engagement of people – the focus is put on employees presenting the core of each organization.
4. Process approach – it means a PDCA approach ( plan, do, check, act).
5. Improvement – it means a permanent improvement of organization.
6. Decision – making based on facts – decisions are made on the basis of detailed analysis
7. Management of mutual relations – planning, integration and development.
